What about digging out buried fire hydrants in the area?

It’s ironic that the roof over a place for prisoner workouts collapsed, when if the actual work of snow removal had been performed, the inmates would still have a sustaining gym. The same can be said for digging out snow-buried fire hydrants. Since the inmates no longer have a gym, why not put them to useful work by helping dig some of those?
